Based on the DfE Inclusion Strategy Template (Inclusive Mainstream Fund: support for school leaders). Schools must publish this on their website by 31 December 2026. If producing a multi-year strategy, note the annual review requirement here.

1. Statement of Intent

A short statement (DfE guidance: 500 words maximum) setting out your school's commitment to inclusive mainstream practice and how you intend to use your IMF allocation alongside your core budget, including notional SEN budget, to build a stronger inclusive offer in line with the 7 principles of inclusion.

2. Barriers to Learning and Participation

Set out the commonly occurring barriers to learning and participation identified across your cohort — drawn from classroom observation, internal assessment, family and pupil engagement, external professional input, SEND/attendance/behaviour/ attainment data, and local or national trends.
